You must be assigned to the ls-tags group to access the Tags / Updates section and perform update/tag operations.
Assuming you have access to Data Services:
Power users can assign the group by following these steps:
Log in to client.mdl.io
Go to Identity & Access → Identities
Select the user
Assign the group
